Supporting People Pays its Way

A recent report from the Department of Communities and Local Government (I think that's the present incarnation - it is difficult to keep up) has just produced a report on the financial side of Supporting People.
This took a line on calculating how much more expensive it would be to provide SP services if Supporting People didn't exist.

Their calculations show that an SP bill of £405 million per year provides financial benefits of £664 million. It can be seen from their repoort that learning disability services are 'gainers' from SP, and vice versa. Their calcualtion is that SP costs per thousand units of 'learning disability' accommodation are £12.5 million per year, whereas this would cost £20.5 million per year if similar services were provided though other ways.

It hasn't calculated whether SP is any cheaper than how it used to be when Housing Benefit paid for support and counselling (anybody remember those days?).
