The Department of Health has just published a report by Jim Mansell which gives Local Authorities and service commissioners firm guidance on what type of services should be provided for this group, who have frequently suffered from inadequate planning and high cost, low value services. Services for people with learning disabilities and challenging behaviour/mental health needs is an updated version of the guidance originally produced by Professor Mansell and his project team in 1993. The report's key recommendations are to develop local capacity and to provide the right specialist services at a local level. High cost and out of area placements should be replaced by better alternatives.None of this will be new to many of our visitors, but the specific recommendations for commissioning are interesting and persuasive. This good practice guidance sets out the actions that should be taken in order to effectively meet the needs of people with challenging behaviour. The guidance contained in this document supports the agenda set out in Valuing People (2001) and the focus on personalisation and prevention in social care. |
