This document is published jointly by the Department for Communities and Local Government (DCLG) and the Homes and Communities Agency. Hands Off It's My Home! A Path to Citzenship

Hands Off It's My Home! A Path to Citizenship is a successful toolkit for auditing support to people with learning disabilities and developing an outcomes-based action plan for Citizenship. The toolkit is now being used by support providers and local authorities across the country.
Originally published in June 2008, it was updated in January 2010 to reflect the coming changes in the Care Quality Commission regulations and standards, and to reflect the concept of 'Real Wealth' which will help support workers understand the breadth of their role. It also now has more links to information that will assist improvement and contains contact details.
The toolkit can be used to ensure support providers (domiciliary care, supported living and housing related) can fully understand the impact on freedoms and citizenship that anything other than the best quality of support will have on people with learning disabilities.

Employment and Support Allowance - The Medical Tests

The new benefit for people unable to work because of disability or illness, Employment and Support Allowance (ESA) , will be familiar to many readers because it shares a lot of features both with Income Support and, in its non-means-tested form, with Incapacity Benefit.
However, the tests applicants have to pass to be eligible for ESA are very different from the old tests for Incapacity benefit. On the one hand, they do look more at the type of social functioning difficulties that people may have and so are more sensitive to the problems faced by a lot of people with learning disabilities; on the other hand there are two different phases of the claim that make it unlike any past benefits.

Housing Benefit and Supported Accommodation

Private Sector Leasing Scheme for People with Learning Difficulties in Norfolk

In the push for more housing opportunities for people with learning disabilities, there have to be ways to tap what's out there in the private sector. Training and Events

Housing Options runs a national programme of training and events. The focus of all of our training is to ensure that people with learning disabilities achieve greater choice and control of their housing and support. Our training covers various topics with some aimed at social services, housing providers and care agencies to work with people to increase the range of housing and support choices. We also run courses that are suitable for people with learning disabilities, families and advocates.

Easy-Read Tenancy and Support Agreements

The National Housing Federation have published Easy-Read Tenancy and Support Agreements.
Key features include -

  • simple and easy to read language
  • key areas clearly highlighted
  • accompanying CD Rom

Easy-Read Tenancy and Support Agreements

Tenancy agreements tend to be written in inaccessible and legalistic language, which can be hard to understand for people with learning disabilities and for people who have difficulty reading.

This publication is set out so that the key areas are clearly highlighted, using plain images, short sentences, simple punctuation and no jargon.

Ownership Options for People with a Learning Disability

The Home and Communities Agency programme Home Ownership for People with Learning Disabilities (HOLD) (2006), and Valuing People Now report (2009), have recognised the value of low-cost home ownership for people with learning disabilities.

Although this market has grown and shared ownership is more accessible for disabled people, the number of people with learning disabilities who own their own home remains small.

This guide supplies an overview of the possibilities of ownership, looking at how funding works and analysing different ownership models. This guide will be useful to housing associations and registered social landlords involved in HomeBuy, as well as families with disabled relatives, care managers, local authorities, adult social services, and anyone who has a role in supporting and advising those with a learning disability.
