Housing Commissioning Toolkit for Local Authorities
Planning and Commissioning Housing for People with Learning Disabilities

This is a 'toolkit' for local authorities with adult social services and housing responsibilities. The
toolkit is intended to assist local authorities with their partners to plan effectively for the housing
requirements of local people with learning disabilities and to be able to deliver a wider range of housing options in practice.
More and more people with learning disabilities are living in their own
home. Local authority social care and housing staff, housing and support
providers, and families are often faced with practical issues concerning
decisions and capacity. Choice, Contracts and Mental Capacity
Act 2005 looks at three areas of understanding for the person
with a learning disability: choice, contracts and agreements and support
for the owner or tenant in managing in their own home.
Finding a Place to Live - Help with your plans
is an important new guide for people with learning disabilities, their
families and carers to help with planning and finding housing and support
for people with a learning disability.

My Home and Money is a guide for people who
support adults with learning difficulties to manage their money (including
parents and professionals).
Whether the person you support is already living independently, or whether
you are supporting them to plan for the future, this guide will:
explain what is involved and the steps to take
raise questions and discuss possible problems that could arise
give tips and ideas of what has worked for other people
give examples of how people have managed their money
suggest other sources of information and advice

Your Place to Live is a system designed to
show the range of housing and support options for people with learning
disabilities. The printed version of the manual gives basic information
about each option and then signposts to organisations and services that
can provide further help and information. It then has a section to assist
decision making and planning. The manual is designed so that the individual
and carer can, if they want, make their own assessments of housing and
support need and do their own research on options available.
Alternatively, there is a CDRom version that contains all the pages you
need to make a manual. This will be particularly useful for organisations
who wish to produce multiple copies. The CDRom can also be tailored to
produce a local version with appropriate contacts and information sources.
The DVD shows six people with learning disabilities who have found
their own places to live. This is a useful tool to explore housing and
support options with people with learning disabilities, carers and staff.
This guide to Discretionary Trusts has been written for families who
have a relative with a learning disability. Discretionary Trusts are a
way of putting in place financial arrangements to help support a relative.
These trusts are particularly suitable for disabled people. A Discretionary
Trust can also provide a way of owning property.
This guide has been compiled as part of the Older Family Carers Initiative
at the Foundation for People with Learning Disabilities. It was funded
with a portion of the S64 Grant provided to the Older Family Carers Initiative
by the DH.
